Position Purpose

Responsible for regulatory compliance coverage in Hong Kong

Key Responsibilities

Regulatory

• Keep abreast of new regulations and update the management and staff on the updates
• Assist in disseminating circulars and notices from the regulators in other forms ﴾e.g. emails﴿ and implementing the regulatory requirements
• Assist in drafting, updating and implementing compliance policies and procedures in response to changes in Head Office directives or local laws, rules and regulations
• Conduct compliance training to staff and promote compliance awareness and culture
• Contribute to operational permanent control framework
• Collaborate with the Business Compliance on the regulatory reporting for significant operation/IT incidents and breach of banking law/ordinance etc..
• Ensure appropriate and prompt escalation to both business and compliance management on identified issues and report to operational risk incident database where appropriate
• Prepare relevant compliance reports ﴾ad-hoc and regular) and assist in the organizing of the Compliance related governance meeting (e.g. Hong Kong Territory Compliance Committee)
• Liaise with regulators and coordinate / perform regulatory reporting, self-assessments, inspection and investigation, and handle requests from regulatory authorities.
• Coordinate internal and external audits and follow up on implementation of recommendations.
• Assist in other compliance matters as assigned from time to time.
• Assist in updating procedures and coordinate with the Regional Compliance team toe ensure the new/updated procedures will/has been considered and/or adopted locally.
• Assist in other compliance matters as assigned from time to time.

Others

• Assist in providing compliance support to International Retail Banking
• Assist in enhancing the process of recording staff phone conversations with clients/counterparties and supporting the ongoing assessment and database maintenance

Competencies (Technical / Behavioural)

Qualifications

• University graduate, preferred with a major in accounting, legal, finance, business administration or economics

Experience

• 3 - 5 years of relevant compliance experience in financial institutions
• Prior experience in regulators is preferred
• Familiar with Banking Ordinance, Rules, Codes and Guidelines issued by the HKMA/SFC
• Solid experience in Corporate and Institutional banking compliance and general compliance
• In-depth understanding of regulatory framework and solid experience in dealing with regulators
• Committed to main robust compliance culture and high ethical standards
• Excellent communication and interpersonal skill
• Proficiency in both spoken and written English and Chinese
